摘要
油气生产服务中心是江苏油田持续深化改革的产物,既是生产服务单位又是市场经营主体,经过机制改革、机构重组、机体重塑,全面进军传统行业和新兴产业。面对新形势、新任务、新要求,HSE管理既要强基固本又要推陈出新,只有突破旧有传统模式方式,应时而变、乘势而上、顺式而为,不断革新、持续出新、永续创新,才能保障安全环保稳步推进、生产经营健康运行。课题从总体上认准三个方向、基础上强化四个方位、创新上着力五个方格、效果上体现六个方面来固化成经验做法,提炼出创新成果,创造好管理绩效。
The oil and gas production service center is a product of the continuous deepening reform of Jiangsu oilf ield.It is both a production service unit and a market operation entity.It has undergone mechanism reform,institutional restructuring,and body reshaping,comprehensively entering traditional and emerging industries.In the face of new situations,tasks,and requirements,HSE management should not only strengthen the foundation and innovate,but also introduce new ideas.Only by breaking through the old traditional models and methods,adapting to the times,taking advantage of the situation,and constantly innovating,continuously innovating,and continuously innovating can we ensure the steady progress of safety and environmental protection,and the healthy operation of production and operation.The project aims to solidify experience and practice,extract innovative achievements,and create good management performance by identifying three directions,strengthening four directions on the basis,focusing on f ive squares in innovation,and reflecting six aspects in effectiveness.
