农村发展光储直柔新型建筑配电系统的商业模式与政策建议

Suggestions on the Key policy Mechanism of PEDF Development in Rural Buildings of China

以农村屋顶光伏为基础的光储直柔新型建筑配电系统,可充分利用屋顶闲置资源,提高农村电网可靠性、提高建筑电气化和居民生活水平。在对农村地区光储直柔新型建筑配电系统投入产出分析基础上,提出一种“只出不进、寓电于农”的商业模式,建议以村为单位,分期分批统一建设,总结形成可复制可推广经验,以点带面,多领域多层次推动“零碳乡村”发展。

PEDF energy system based on rural Roof-top PV can make full use of idle rooftop resources to improve the reliability of rural power grid,the electrification rate of buildings and also the living standard of residents.Based on the input-output analysis of the PEDF system in rural areas,this paper proposes a business model of“output only,involving peasants with electricity”.At the same time,it is suggested to carry out PEDF construction with the village as a unit in stages.Accelerate the support of PEDF pilot projects of the whole village with a business model by empowering the integration of technology and finance to form the replicable and promotable experiences,and promote the development of"zero carbon villages".
