省属高校分析测试中心设备采购的实践与思考

分析测试中心对于高校教学与科研具有重要意义,仪器设备是分析测试中心的基础保障和必备条件。省属高校办学经费紧张,财政专项经费执行周期短,而仪器设备采购流程复杂,耗时较长。如何科学和高效地完成设备购置,是高校分析测试中心成立初期亟待思考的问题。对分析测试中心仪器设备的购置规划调研、招标文件编制、合同签订、设备安装和验收等工作进行了系统讨论,总结出了一些经验,旨在对省属高校分析测试中心设备购置工作提供一些借鉴和参考。

The analysis and testing center is of great significance for teaching and scientific research in universities.Instruments and equipment are the basic guarantee and necessary condition of the analysis and testing center.Provincial universities have tight school-running funds and short implementation cycle of special financial funds.However,instruments and equipment have complex and time-consuming procurement process.How to complete the equipment purchase scientifically and efficiently is an urgent problem to be considered in the establishment of analysis and testing center.The purchase planning investigation,bidding,contract signing,installation and acceptance of instruments and equipment are systematically discussed,and some experience are put forward in order to provide some reference for the purchase of instruments and equipment in the analysis and testing center in provincial universities.
