推进宁滁省际毗邻区域一体化发展研究

Research on Promoting the Integrated Development of Inter-provincial Adjacent Regions of Nanjing and Chuzhou

加强跨区域合作,探索省际毗邻区域一体化发展,是国家战略的要求,也是提升区域核心竞争力、实现高质量发展的使命所在。构建以毗邻示范区促县,以县促市,以市促圈,以圈成群的一体化传导机制,是推进长三角区域一体化发展的有效路径。近年来,宁滁省际毗邻区域在建立协作机制、基础设施互联互通、产业协同发展、环保联防联治等方面取得务实成效。随着南京都市圈毗邻地区的发展进入“快车道”,有必要对宁滁省际毗邻区域一体化发展存在的决策思维障碍、体制机制障碍进行系统梳理和分析,并研究解决问题的对策,为长三角更多毗邻地区一体化发展探索道路、提供战略指引。

Strengthening inter-regional cooperation and exploring the integrated development of inter-provincial adjacent regions are the requirements of national strategy,and also the mission of enhancing regional core competitiveness and achieving high-quality development.It is an effective way to promote the integrated development of the Yangtze River Delta region to build an integrated transmission mechanism that promotes counties by neighboring demonstration areas,cities by counties,circles by cities,and clusters by circles.In recent years,the neighboring regions of Nanjing and Chuzhou have achieved practical results in the establishment of cooperation mechanisms,infrastructure interconnection,industrial coordinated development,and joint prevention and treatment of environmental protection.With the development of the adjacent areas of Nanjing metropolitan area entering the“fast lane”,it is necessary to systematically sort out and analyze the decision-making thinking obstacles and institutional obstacles in the integrated development of the inter-provincial adjacent regions of Nanjing and Chuzhou,and study the countermeasures to solve the problems,so as to provide strategic guidance for the exploration of the integrated development of more adjacent areas of the Yangtze River Delta.
