富源县农户参与农村环境治理意愿的影响因素研究

Analysis on Influencing Factors of Farmers′Willingness to Participate in Rural Environmental Governance in Fuyuan County

农村人居环境的持续改善离不开农民主体的参与,但农户参与农村环境治理受诸多影响因素制约。利用二元logistic回归模型分析法,随机选取云南省富源县的11个乡镇(街道)330个农户为调查对象,分析富源县农户参与农村环境治理的意愿及影响因素。结果表明:64.8%的被调查者愿意参与农村环境治理,35.2%的农户不愿意参与;年龄和劳动机会成本对农户参与农村环境治理意愿没有显著的影响,学历和家庭收入因素对农户参与农村环境治理呈现正向影响。是否接受过环保宣讲、对环境污染情况认知、环境治理必要性和垃圾分类处理意愿4个因素对农民的参与意愿有显著的影响,但影响方向不同,对环境污染情况认知对参与农村环境治理呈现反向影响,是否接受过环保宣讲、环境治理必要性和垃圾分类处理意愿3个因素对参与农村环境治理呈现正向影响;据此提出农户主体责任和环保意识培养两个方面的政策建议,以期为富源县和其他市县农村环境治理提供参考。

Continuous improvement of rural living environment is inseparable from farmers′participation in rural environmental governance,but farmers′participation in rural environmental governance is restricted by many influential factors.This study uses binary logistic regression model analysis to randomly select 330 farmers in 11 towns(subdistricts)in Fuyuan County,Yunnan Province as research objects,and analyzes the willingness of farmers in Fuyuan County to participate in rural environmental governance and its influencing factors.The results showed that the proportion of farmers′willingness to participate in environmental governance in rural areas was 64.8%,and 35.2%of respondents would not like to participate.Age and labor opportunity cost have little or no influence on farmers′participation willingness in rural environmental governance.Educational background and family income have a positive impact on participation willingness in rural environmental governance.There are significant differences in the four factors of environmental protection propaganda,environmental pollution situation,necessity of environmental governance and garbage sorting and disposal intention,which have significant impact on farmer′s willingness to take part in environment government.The view of environmental pollution situation has a negative impact on participation willingness in rural environmental governance,while the other 3 factors include acceptance of environmental protection propaganda,necessity of environmental governance and garbage sorting and disposal intention have a positive impact on participation willingness of farmer in rural environmental governance.In order to provide reference for rural environmental governance in Fuyuan County and other cities and counties,this paper puts forward some policy suggestions in terms of farmers′main body role and environmental awareness increasing.
