供需变化视角下广西桉树人工林发展问题的思考

Reflections on the Development of Eucalyptus Plantations in Guangxi from the Perspective of Supply and Demand Changes

中国现代林业所取得的巨大成就,与广西桉树人工林的贡献密不可分。随着桉树人工林经营模式转型升级完成,广西桉树产业发展方向的选择成为了制约桉树产业发展的重要因素。从供需变化角度进行分析,以桉树产业相关林草政策作为线索,旨在分析广西桉树人工林产业发展和转型升级的深层影响因素和演变机制,拟为我国桉树人工林产业健康可持续发展提供有益参考。

The great achievements of modern forestry in China are inseparable from the contribution of eucalyptus plantations in Guangxi.However,with the completion of the transformation and upgrading of the business model of eucalyptus plantations,the choice of the development direction of Guangxi's eucalyptus industry has become an important factor restricting the development of eucalyptus industry.Taking the forest and grass policies related to eucalyptus industry as clues,this paper analyzed the deep influencing factors and evolution mechanism of the development and transformation and upgrading of eucalyptus plantation industry in Guangxi from the perspective of supply and demand changes,intending to provide useful reference for the healthy and sustainable development of eucalyptus plantation industry in China.It pointed out that the superficial influencing factor of the change of the management situation of eucalyptus plantation in Guangxi was the change of China's forestry policy,while the deep-seated influencing factor was the change of supply and demand relationship of forestry in China.The demand for timber of our people had promoted the introduction of forestry policies by China's forestry authorities and promoted the rapid development of eucalyptus plantation industry.And let China's forestry authorities start from the people's demand for ecological services,and issue policies to guide the transformation and upgrading of eucalyptus plantation management system.In this process,eucalyptus plantations had developed rapidly after the establishment of modern forestry in China due to the characteristics of raw material providers,and because of the change of demand structure,the business model had changed from predatory short-cycle operation to high-quality development under the coexistence of multiple business modes.With the economic and social development,China is entering the“14th Five-Year Plan”stage,and the new forestry policy introduced during this period is promoting China's forestry management into a new stage of systematic and coordinated development of the forestry industry chain with high-quality development as the goal.This paper predicted that the future development of eucalyptus plantations in Guangxi would be closely related to industrial integration and industrial system construction,and the systematic development of the forestry industry would be achieved by assuming the responsibility of ecological raw material supply to participate in the coordinated development of multiple departments in the forestry industry.
