摘要
从资源节约、环境友好、生态保育、质量高效和美好生活五方面构建农业绿色发展水平评价指标体系,运用熵值法对2011—2020年西北地区及其五省(区)的农业绿色发展水平进行测度,并基于测度结果分别从时间与空间两个角度对西北地区农业绿色发展水平的演变特征进行了评价,最后,通过构建耦合协调度模型分析西北地区农业绿色发展各子系统间的耦合协调情况。研究表明:2011—2020年西北地区农业绿色发展水平显著提升,但是仍处于低水平阶段,且其各子系统的发展水平严重失调,尤其是资源节约与环境友好两方面的发展水平还相对滞后。基于此,提出了加强农业资源保护、加快推进农业生产绿色化转型、加大节能环保财政支出力度、因地制宜,根据各省(区)实际情况制定相应农业绿色发展政策的对策建议。
This paper constructed the evaluation index system of agricultural green development level from the five aspects of resource conservation,environmental friendliness,ecological conservation,quality efficiency and better life.Then it measured the agricultural green development level from 2011 to 2020 by entropy value method,and it also evaluated the characteristics of agricultural green development level in Northwest China from the perspectives of time and space based on the measurement results.Finally,it analyzed the coupling coordination between subsystems of agricultural green development in Northwest China by constructing a coupling coordination degree model.The results showed that from 2011 to 2020,the level of green agricultural development in Northwest China had improved significantly,but it's still at a low level,and the development level of its subsystems was seriously imbalanced,especially the development level of resource conservation and environmental friendliness was still relatively lagging behind.Based on this,it put forward countermeasures and suggestions to strengthen the protection of agricultural resources,to accelerate the green transformation of agricultural production,to increase the financial expenditure on energy conservation and environmental protection,and to formulate corresponding agricultural green development policies according to local conditions.
