黑龙江省林业碳汇交易市场化潜力评价研究 被引量:2

摘要 选取林业碳汇交易市场化发展的先锋地区北京、福建、广东与黑龙江进行对比。从供求能力、经济基础、自然基础、技术支持、政策支撑、灾害防治能力六个方面出发,建立林业碳汇交易市场化潜力评价体系,利用熵权TOPSIS模型进行对四地2017—2022年林业碳汇交易市场化的有关数据评价。研究表明:自然基础、供求基础、经济能力方面对于林业碳汇交易市场化的影响最大;在综合排名中黑龙江省处于第一;黑龙江省在自然基础与灾害防治能力两个方面具有较大的优势,但在供求能力、经济基础、政策支撑、技术支持四方面处于劣势。提出了黑龙江省需要加快交易平台的建设、构建地方性绿色金融体系、完善林业碳汇交易的政策法规、加强林业碳汇相关技术支持体系建设的建议。 In the study,it selected three areas pioneering in the marketization of forestry carbon sequestration trading,Beijing,Fujian and Guangdong to make a comparison with Heilongjiang.This study formed a system to evaluate the potential of forestry carbon sequestration trading marketization from six aspects-the ability of demand and supply,the foundation of the economy,the foundation of nature,technical support,policy support and the power of natural disaster prevention,establishing an entropy-weight TOPSIS model and ranking the four areas with final scores.In the comprehensive ranking,Heilongjiang scores was in first place.And in the single ranking,it had a significant advantage over the other three areas in the foundation of nature and the ability of natural disaster prevention,while it's at a disadvantage in the ability of supply and demand,the foundation of economy,policy support and technical support.To better the development of forestry carbon sequestration trading marketization in Heilongjiang,it took the measures including accelerating the construction of trading platforms,building a regional green finance system,perfecting the policies and regulations of forestry carbon sequestration trading and strengthening the relevant technical supporting system of forestry carbon sequestration.
