摘要
水电工程建设征地涉及的集镇一般采取迁建或进行防护处理方式,根据现有行业规范规定,集镇涉及的房屋与农村部分的房屋补偿均采用重置价。但是,某些特殊情况如只影响集镇的一少部分的居住用房及门面房、安置容量不足且移民意愿要求一次性补偿的案例,居住用房可以采用重置价,而门面房也采用重置价就会导致移民生产水平直接降低,与国家“搬得出,稳得住,能致富”方针政策不相符合。为解决此类问题,以汉江BH水电站为例,采用收益法对涉及的门面房补偿进行测算,妥善地解决移民的生产水平恢复问题,可供类似工程规划设计参考。
The market towns involved in land requisition for hydropower projects generally adopt relocation or protection treatment.According to the existing industry regulations,the housing compensation using the replacement price,both in the market town and rural part.However,for some special circumstances,such as affecting only a small part of the residential houses and commercial in the market town,the residential houses can adopt the replacement price,for the insufficiency of resettlement capacity and the willingness of one-time compensation of immigrants.But the replacement price for facade house will lead to the direct reduction of the production level of the immigrants.It is inconsistent with the country’s policy of“moving out,being stable,and getting rich”.In order to solve such problems,taking BH Hydropower station on Hanjiang River as an example,the income method is used to calculate the compensation involved in the commercial houses,and properly solves the problem of restoring the production level of immigrants,which can be used as a reference for similar projects.
