Quantitative Evaluation of Rural Industrial Development Policy under the Background of Rural Revitalization

产业兴旺是乡村振兴的首要前提和重要保证。基于文本分析法与PMC指数模型,以党的十九大以来中央及各省市颁发的116项乡村产业发展政策为研究样本,构建PMC指数评价体系,对36项典型乡村产业发展政策进行量化评价。研究发现:我国乡村产业发展政策总体设计合理,36项政策中有6项政策达到优秀级,29项政策达到可接受级;中央和地方层面乡村产业发展政策存在的共性问题有政策时效单一、政策工具运用不平衡、发文主体类别较少;区域间乡村产业发展政策的短板因地而异,存在差异性。是以,应建立长中短期相结合的政策规划,合理配置政策工具,构建多部门联动协调机制,进而提高政策效力。

Industrial prosperity is the primary premise and important guarantee of rural revitalization.Based on text analysis and PMC index model,116 rural industrial development policies issued by the central government and provinces and cities since the 19th CPC National Congress were taken as research samples,the PMC index evaluation system was constructed,and 36 typical rural industrial development policies were quantitatively evaluated.The results show that the overall design of China's rural industrial development policies is reasonable.Among 36 policies,6 policies reach the excellent level and 29 policies reach the acceptable level.The common problems of rural industrial development policies at the central and local levels include single policy timeliness,unbalanced use of policy tools,and fewer types of issuing bodies.The shortcomings of rural industrial development policies in different regions vary from place to place.Therefore,the government should establish long-term,medium and short-term policy planning,rationally allocate policy tools,and build a multi-departmental linkage and coordination mechanism,so as to improve policy effectiveness.
