Role of Standardization in Supporting the Construction of Digital Government

标准化作为不同系统、不同要素进行协同的通用语言,能够为实现政府间的信息开放互联以及数字政府建设提供技术基础及应用保障。通过梳理分析数字政府国内外建设及标准化发展的状况,明晰标准化支撑数字政府的作用体现。结合全国范围数字政府标准化开展的工作实践,形成基于构建度、应用度、保障度三大维度,包含8个一级指标和16个二级指标的数字政府转型中标准化作用评估指标体系,并对2021和2022年全国指数进行测算,同时列举分析标准化支撑数字政府建设实践案例。研究表明:2022年我国数字政府转型中标准化作用指数值为60.4,各地方政府针对数字政府的标准化工作的关注和推动程度得到明显提升,但仍存在标准体系顶层设计不足、经费支持力度不够等问题,在技术标准的应用实施、评估反馈及宣贯示范等应用实践层面仍较为薄弱。为此,要统筹政府数字化转型标准研制需求,通过研制数字政府标准化应用实施指南、实施效果评价等标准,加强数字政府标准应用评估及实施推广。

As a common language for coordination between different systems and different elements,standardization provides the technical basis and application guarantee for the open interconnection of information between governments and the construction of digital government.By combing and analyzing the status of digital government construction and standardization development at home and abroad,this paper clarifies the role of standardization in supporting digital government.Based on the work practice of nationwide digital government standardization,an evaluation index system of standardization role in digital government transformation based on three dimensions of construction degree,application degree and guarantee degree,including 8 first-level indicators and 16 secondlevel indicators has been formed,and the national index in 2021 and 2022 has been measured.Practical cases of standardization support for digital government construction are listed and analyzed.The result shows that:In 2022,the standardization function index value in China's digital government transformation is 60.4;the attention and promotion degree of local governments for the standardization work of digital government has been significantly improved,but there are still problems such as insufficient top-level design of the standard system and insufficient funding support,and the application practice level of the application of technical standards,evaluation feedback and publicity demonstration is still relatively weak.To this end,it is necessary to coordinate the development needs of government digital transformation standards,and strengthen the application evaluation and implementation of digital government standards through the development of standards such as digital government standardization application implementation guidelines and implementation effect evaluation.
