摘要
当前东南亚国际工程项目面临的风险因素趋向复杂化,需要采取更加精细化的风险管理措施确保项目正常运行。在深入研究国际工程项目管理领域中常用成熟度管理模型的基础上,以能力成熟度模型(CMM)为核心结构,辅以模糊层次分析法,并结合东南亚国际工程项目实际施工特点进行构建,提出东南亚国际工程风险管理成熟度模型(SIPRMM模型)。以中铁一局承建的东帝汶高速公路项目为案例进行实证研究,实证研究结果证明SIPRMM模型的合理性和有效性,对东南亚国际工程项目风险管理、风险应对及项目管理,具有重要实践意义和指导价值。
At present,the risk factors faced by international engineering projects in Southeast Asia tend to be more complex,and more refined risk management measures need to be adopted to ensure the normal operation of the project.On the basis of in-depth study of the maturity management model commonly used in the field of international engineering project management,the maturity model of Southeast Asia International Project Risk Management Model(SIPRMM)is proposed with the capability maturity model(CMM)as the core structure,supplemented by fuzzy analytic hierarchy process,and constructed in combination with the actual construction characteristics of international engineering projects in Southeast Asia.Taking the East Timor Expressway Project undertaken by China Railway First Bureau as a case study,the empirical results prove the rationality and effectiveness of the SIPRMM model,which has important practical significance and guiding value for risk management,risk response and project management of international engineering projects in Southeast Asia.
