乡村振兴背景下乡镇基层干部数字素养问题及提升路径

脱贫攻坚战的全面胜利,迈出党团结带领人民创造美好生活、实现共同富裕道路上坚实的一步。基层干部作为乡村建设的排头兵,无疑是推动乡村振兴的主要执行者,实施乡村振兴战略必然以提升基层干部治理能力为前提。为紧跟新时代治理的脚步,相关基层干部应该注重自身数字素质的培养,提升治理“软实力”。该文重点研究在乡村振兴战略下,乡镇基层干部需要具备的数字素养和数字能力,并对其存在缺陷的外部表现和内部原因进行分析,从而寻找出一条更为合理的提高路径。

The overall victory in the battle to get rid of poverty has taken a solid step on the road of the Party uniting and leading the people to create a better life and achieve common prosperity.Grass-roots cadres,as the vanguard of rural construction,are undoubtedly the main executors of promoting rural revitalization.The implementation of rural revitalization strategy must be based on the premise of improving the governance ability of grass-roots cadres.In order to keep up with the pace of governance in the new era,the relevant grass-roots cadres should pay attention to the cultivation of their own digital quality and enhance the"soft power"of governance.This paper focuses on the digital literacy and digital ability that township grass-roots cadres need to have under the rural revitalization strategy,and analyzes the external performance and internal causes of their defects,so as to find a more reasonable way to improve.
