摘要
选派干部驻村是中国共产党实现中华民族伟大复兴,开展农村基层工作的重要方式之一。在实施乡村产业振兴的过程中,驻村干部作为一支外部力量,在具体实践工作中遭遇到了一定程度的现实遮蔽。该文通过对凉山彝族自治州具体实践帮扶案例研究发现,当前民族地区驻村干部主要存在驻村任期较短、职责定位不清,政策把握不准、思想认知不足,工作积极性低及专业能力有待提升等问题。要解决以上问题需要从完善驻村干部制度、延长驻村干部任期链,健全监督考核体系、切实履行干部职责,强化驻村干部思想认知、提高工作积极性,加强技能知识培训、提高干部专业素养等方面入手,以使驻村干部的制度优势发挥最大功效,为推进凉山彝族自治州以及民族地区乡村产业振兴贡献强劲的主体力量。
The selection of cadres stationed in the village is one of the important ways for Communist Party of China to achieve great national rejuvenation and carry out grass-roots work in rural areas.In the process of implementing the revitalization of rural industry,village-based cadres,as an external force,have encountered a certain degree of reality cover in the specific practical work.Through the case study of practical assistance in Liangshan Yi Autonomous Prefecture,this paper finds that there are mainly some problems,such as short term of office,unclear positioning of responsibilities,unclear policy grasp,lack of ideological awareness,low enthusiasm for work and professional ability to be improved.In order to solve the above problems,it is necessary to improve the system of cadres stationed in villages,extend the tenure chain of cadres stationed in villages,improve the supervision and assessment system,earnestly perform their duties,strengthen the ideological cognition of cadres stationed in villages,improve their working enthusiasm and strengthen the training of skills and knowledge.Improve the professional quality of cadres and other aspects,in order to maximize the institutional advantages of village-based cadres.This has contributed a strong main force to promote the revitalization of rural industries in Liangshan Yi Autonomous Prefecture and ethnic areas.
