Research on Stakeholder Information Sharing Strategies of Water Environment Treatment PPP Project

信息共享对提升水环境治理PPP项目的交付质量和改善组织关系至关重要。为研究水环境治理PPP项目利益相关者信息共享策略的演化过程及影响因素,本文引入Moran过程建立随机演化博弈模型,根据选择强度分别探讨随机因素主导和期望收益主导两种情形下利益相关者的演化稳定策略及演化过程,并进行数值仿真分析。结果表明,利益相关者数量会对信息共享策略产生重要影响,即信息共享存在群体效应,且不同的主导情形下个体对信息共享的成本和收益的敏感性存在较大差异,可以建立相应的激励机制,促进利益相关者间的信息共享。

Information sharing is essential to improve the delivery quality of water environment treatment PPP project and improve organizational relationships.In order to study the evolution process and influencing factors of the stakeholder information sharing strategy of water environment treatment PPP project,the Moran process is introduced to establish a stochastic evolutionary game model.According to the intensity of selection,the evolutionary stability strategy and evolution process of stakeholders under random factors and expected return domination are discussed respectively,and numerical simulation analysis is carried out.The results show that the number of stakeholders has an important influence on the information sharing strategy,i.e.there is the group effect in information sharing.Under different dominant situations,the sensitivity of individuals to the costs and benefits of information sharing is quite different.It is suggested to establish corresponding incentive mechanism to promote information sharing among stakeholders.
