城市治理的复杂性要求城市治理主体多元化,非政府组织(NGO)作为城市治理的重要参与者,可以有效推动城市的善治。在美国“铁锈”城市代表一一匹兹堡的转型治理过程中,以阿莱格尼社区发展会议(ACCD)为代表的NGO发挥了重要作用。ACCD通过问题调查、宣传倡导、规划设计、政府游说等方式参与匹兹堡的城市转型,推动匹兹堡实现“清洁化”“多元化”“区域合作化”,为匹兹堡的城市转型提供了多维度、多角度的支持。ACCD参与匹兹堡城市转型的历程,启发我国在城市转型治理过程中要进一步强化在理念、实践、机制建设等方面对社会力量的重视。

The complexity of urban governance requires the diversification of urban governance subjects.As an important participant in urban governance,nongovernmental organizations(NGOs)can effectively promote the good governance of cities.In the process of urban transformation and governance in Pittsburgh,one of the representative"rust belt"cities in the United States,NGOs represented by the ACCD have played an important role.Through research,advocacy,planning design,and lobbying the government,ACCD participates in the city of Pittsburgh's transformation,promoting the implementation of Pittsburgh's"cleanliness","diversification",and"regional cooperation".The participation of ACCD in the process of urban transformation in Pittsburgh has inspired China to further strengthen its emphasis on social forces in terms of concepts,practices,and mechanism construction in the process of urban transformation governance.
