物资采购统签统付流程一体化决策算法

摘要 提出一种物资采购统签统付流程一体化决策算法;首先利用联盟链技术构建物资采购数据共享结构,并引入基于积分的共享激励机制,确保后续决策过程中采购数据的调用;然后将一体化决策问题转化为多目标规划问题,并建立以最低采购成本为目标的一体化决策模型;最后将变邻域搜索方法引入到遗传算法中生成混合遗传算法,基于此求出模型的最优解,得到合理的统签统付流程一体化决策方案.应用分析结果表明:应用所提算法得到的统签统付流程一体化决策可实现远低于采购预算的采购方案. An integrated decision-making algorithm for the unified signing and payment process of material procurement was proposed.Firstly,alliance chain technology was used to construct a material procurement data sharing structure,and introduce a point based sharing incentive mechanism to ensure the invocation of procurement data in the subsequent decision-making process.Then,the integrated decision-making problem was transformed into a multi-objective programming problem,and an integrated decision-making model with the goal of minimizing procurement costs was established.Finally,the variable neighborhood search method was introduced into the genetic algorithm to generate a hybrid genetic algorithm.Based on this,the optimal solution of the model and a reasonable integrated decision-making plan for the unified signing and payment process were obtained.The application analysis results showed that the integrated decision-making of the unified signing and payment process obtained by applying the proposed algorithm could achieve a procurement plan that was much lower than the procurement budget.
