我国专业学位研究生教育政策的注意力变迁及其逻辑理路 被引量:2

On the Changes of Attention and its Logic of the Professional Degree Postgraduate Education Policy in China

摘要 专业学位研究生教育是国家研究生教育事业的重要组成部分,专业学位研究生教育政策直接体现了国家在专业学位研究生教育领域的战略布局与改革规划。基于政策注意力分布视角及其分析模型,本研究对1990年以来国家层面颁布的107份专业学位研究生教育政策进行了系统梳理与分析,将我国专业学位研究生教育政策的演变历程划分为初创探索、规范拓展、内涵深化三个阶段,并分阶段描绘了政策变迁的注意力分布图谱。在此基础上,本研究进一步提炼阐释了我国专业学位研究生教育政策变迁的逻辑理路,包括服务社会发展需求的生成逻辑,基于人才培养驱动的发展逻辑,指向实践应用创新的价值逻辑。 Professional degree postgraduate education is an important part of the national graduate edu-cation and its policy directly reflects the national strategic layout and reform plan in the field of profes-sional degree postgraduate education.Based on the perspective of policy attention distribution and its analytical model,this study systematically analyzes the 107 educational policies for graduate students with professional degrees issued at the national level since 1990,and divides the evolution of China’s professional degree postgraduate education policy into three stages:initial exploration,standard expan-sion and connotation deepening.Based on this,this study further refines and explains the logic of Chi-na’s professional degree postgraduate education policy changes,including the generation logic of serv-ing the needs of social development,based on the development logic driven by personnel training,to apply the value logic of innovation to practice.
