基于内容分析法DIP试点城市政策的比较研究

A Comparative Study of DIP Pilot city Policies--based on Content Analysis

目的:通过对我国DIP付费试点城市的政策文本做比较分析,评价内容和提出完善建议,以为其他城市制定DIP政策提供参考借鉴。方法:通过政府公开信息平台检索和向政府申请公开的方式获得试点城市的DIP相关政策文件,并采用内容分析法从适用范围、费用超低病例的确定、总额预算管理、监督管理4个方面,选取5个关键变量编码进行统计分析。结果:选取18个DIP付费试点城市共23份政策文件,比较分析发现我国DIP试点城市政策有些方面还需要进一步完善。结论:从继续扩大DIP付费适用范围;灵活调整DIP病种分类标准;优化年度调节金的提取方式;增加DIP付费风险储备金的设立;畅通群众参与DIP付费监督的机制途径等方面提出完善建议。

Objective:To make a comparative analysis of the policy text of DIP paying pilot cities in China,evaluate the content and put forward suggestions for improvement,so as to provide reference for other cities to formulate DIP policies.Methods:DIP-related policy documents of pilot cities were obtained by searching on the government open information platform and submitting to the government in the form of disclosure by application.Content analysis was used to select 5 key variables for statistical analysis from four aspects:application scope,determination of cases with low cost,total budget management,and supervision and management.Results:A total of 23 policy documents were selected from 18 DIP paying pilot cities,and the comparative analysis found that some aspects of DIP pilot city policies in China need to be further improved.Conclusion:Continue to expand the scope of DIP payment;Flexible adjustment of DIP disease classification criteria.Optimize the extraction method of annual regulation fund;Increase the establishment of DIP paid risk reserves;Suggestions are put forward on the mechanism and way of public participation in DIP payment supervision.
