摘要
政府与社会组织协同供给作为实现公共服务有效供给的重要途径,往往面临着协同供给失效的困境。本文基于协同优势理论,通过对河南两县区农村营养改善项目政社协同实施的现实考察,建构了以协同主体为中心的“目标-能力-资源”分析框架。协同行为的发生是多个主体共同行动的结果,协同行动往往基于共同的目标,而目标的实现需要协同主体具有一定能力与资源。农村公共服务协同供给失效主要是因为协同主体发生结构变动和角色冲突,在协同过程中逐渐出现协同目标偏离与冲突、权力固化与领导无力、信任缺失与沟通阻滞等问题。要想破解协同供给失效难题,就需要有稳固的协同结构并明确各主体角色,形成合作共赢与公益为先的共同目标,进行权力变动与有力领导以形成协同能力,通过信任建构与沟通协商实现资源再造。
As an important way to achieve the effective supply of public services,the government and social organisations often face the problem of synergy failure in reality.Based on the theory of synergistic advantage,this paper constructs an analytical framework of“goal-capability-resource”centred on the synergistic subject,and analyses in depth the reasons for the synergistic failure of rural public services through the real-life investigation on the synergistic implementation of government and society in two counties and districts of Henan Province’s rural nutritional improvement project.Collaborative behavior occurs as a result of the actions of multiple subjects,in a collaborative community.Collaborative actions are often based on a common goal,and the achievement of the goal requires the community to have certain capabilities and resources.Specifically,the inertia of rural public service synergy is mainly due to structural changes and role conflicts among synergistic subjects,the gradual emergence of deviated and conflicting synergistic goals,solidified power and leadership incompetence,lack of trust,and communication blockage in the synergistic process.To solve the problem of synergy failure,we need to fix the synergy structure and clarify the roles of subjects,form a common goal of win-win cooperation and public welfare first,make power changes and strong leadership to form synergy capacity,and realize resource reengineering through trust construction and communication and negotiation.
