摘要
能源科技创新作为能源高质量发展的内在动力,是驱动能源绿色化、低碳化、数字化和智能化转型,建设新型能源体系,实现碳达峰碳中和目标的主要支撑。经过“十二五”“十三五”二个五年规划期的发展,中国初步建立了“四位一体”的能源科技创新体系,在一些技术和装备创新方面取得了重要阶段性进展。但仍存在能源创新投入水平低于全国平均水平与美国等科技强国、关键核心技术上仍存在“卡脖子”,能源数字化转型有待加强等问题。建议通过形成创新驱动能源高质量发展的动态机制、完善能源领域自主创新体系建设和强化能源行业数字化转型,进一步提升能源科技创新驱动力。
Energy technology innovation,as the internal driving force behind high-quality energy development,serves as the primary catalyst for driving the green,low-carbon,digital,and intelligent transformation of the energy sector.It plays a pivotal role in establishing a new energy system and achieving the goals of carbon peak and carbon neutrality.Over the course of two five-year planning periods,China has taken initial steps in establishing a"four-in-one"energy science and technology innovation system,achieving significant phased progress in certain technological and equipment innovations.However,several challenges persist.These include lower-than-average levels of investment in energy innovation compared to national and global leaders like the United States,bottlenecks in critical core technologies,and the need for enhanced digital transformation in the energy sector.To address these issues,it is recommended to further bolster the impetus for energy science and technology innovation to drive high-quality energy development.This can be achieved by establishing a dynamic mechanism that fosters innovation-driven high-quality energy development,enhancing the construction of an independent innovation system within the energy sector,and intensifying efforts to strengthen the digital transformation of the energy industry.
