美国半导体产业“友岸外包”策略研究

Research of the US Semiconductor Industry“Friend-Shoring”Strategy

当前,美国加快打造以美国为主导、盟友共同参与的区域性半导体产业体系,推行所谓的“友岸外包”策略,成为近年来全球半导体产业格局演进和模式变革的重大外部驱动因素,无疑将逼使全球半导体产业链供应链的重塑,更改全球半导体产业数十年来的市场化发展逻辑。本文提出“友岸外包”策略的概念定义及其内涵特征,分析美国向此策略转变的主要动因,梳理所采取的重要举措及取得的相关进展,总结策略相关方的态度和反应,对美国这逆全球化的半导体战略举措形成初步的研究分析,为把握全球半导体产业未来发展趋势提供一定参考。

The US is accelerating the construction of regional semiconductor industry system led by the US and participated by its allies,that is so-called“Friend-Shoring”strategy,which has become a major external driving factor for the evolution of the global semiconductor industry in recent years.It will undoubtedly speed up the reshaping of the semiconductor supply chain and profoundly change the market-oriented development logic for decades.This article proposes the concept definition and connotation characteristics of the“Friend-Shoring”strategy,analyzes the main reasons,sorts the measures and relevant progress,summarizes the attitudes and reactions of stakeholders.Finally,this article forms a preliminary research and analysis of this new semiconductor strategic initiative,which attempts to provide some reference for grasping the future development trend of the global semiconductor industry.
