上海自贸试验区应更好地发挥改革开放综合试验平台作用,率先试点对接CPTPP、DEPA等国际规则,积极做好跨境数据安全流动试点与压力测试,承担起探索构建高标准跨境数据流动规则体系的使命,通过构建跨境数据流动安全管理新机制和多层次跨境数据流动监管秩序,完善数据要素确权与定价机制,以技术创新为数据跨境流动提供可信机制和监控能力,促进数据安全有序自由流动,为我国构建跨境数据管理新模式、形成跨境数据流动治理“中国方案”提供实践支撑。

Shanghai Pilot Free Trade Zone should better play its role as a comprehensive experimental platform for reform and opening-up,take the lead in piloting the docking of CPTPP,DEPA and other international rules,actively do a good job in piloting and pressure testing of cross-border data security flow,undertake the mission of exploring the construction of a high-standard system of cross-border data flow rules,and improve the data elements through the construction of a new mechanism for cross-border data flow security management and a multilevel cross-border data flow regulatory order.By constructing a new mechanism for the safe management of cross-border data flow and a multi-level regulatory order for cross-border data flow,improving the data elements and pricing mechanism,and providing a credible mechanism and monitoring capability for cross-border data flow through technological innovation,we will promote the safe,orderly and free flow of data,and provide practical support for our country to build a new model of cross-border data management and form a“China Program”for cross-border data flow governance.
