摘要
推动铁路行业因地制宜发展光伏,对落实国家“双碳”战略,铁路提质降本增效、高质量发展具有重要意义,对优化铁路能源结构、创新“铁路+光伏”模式、盘活低效资产具有积极作用。近年来,在国家战略支持、市场需求驱动和产业技术发展的共同作用下,铁路系统光伏应用的范围越来越广,初步践行绿色低碳发展理念,但目前仍存在总体规划性需加强、建设模式需进一步创新等问题。针对以上问题,建议重点加强行业光伏开发顶层设计,分类分步推进分布式光伏发电系统应用,探索“铁路+光伏”产业深度融合,鼓励多种方式建设运营管理,及时跟进政策深挖碳资产价值,配套推进场站综合能源管理建设,以推动铁路行业光伏高质量发展。
Promoting photovoltaic(PV)technologies in the railway industry is of great significance for implementing the“dual carbon”goal,improving railway quality,reducing costs,increasing efficiency,and achieving high-quality development.It also plays a positive role in optimizing the railway energy structure,innovating the“railway+PV”model,and revitalizing distressed assets.In recent years,under the joint action of national strategic support,market demand drive and industrial technology development,PV application in the railway system is increasingly wide.The concept of green and low-carbon development has been initially practiced.However,there are still some problems such as the need to strengthen the overall planning and further innovate the construction mode.Therefore,the paper puts forward suggestions to enhance the top-level design of PV development in the industry,promote the application of distributed PV power generation systems by categories and steps,explore the deep integration of“railway+PV”industries,encourage various modes of construction,operation and management,fully unlock the value of carbon assets in accordance with policies,and support the energy management and development in stations and yards,so as to promote the high-quality development of PV in the railway industry.
