山西榆社县减租减息推行中的困境与应对

作为较早推行减租减息的“实验县”,山西省榆社县在具体实践过程中一度遭遇较大困境。这其中,农民的复杂心态、地主的阻挠破坏、干部队伍建设问题和运动方式“过火”等一系列问题尤为棘手。为此,中共通过持续动员广大民众、改造问题地主、整改干部队伍、纠正“过火”行为等措施,并且在政策的执行和问题处理上注重民主协商,兼顾各方权益,从而有效地维护了抗日民族统一战线。榆社县减租减息的“实验”是中共在实施减租减息过程中发现问题、积极应对、逐步调整方法和措施,进而取得成功的典型案例,为根据地减租减息政策的成功推行奠定了良好基础,积累了宝贵经验。

As an early“experimental county”that implemented rent and interest reduction,Yushe County,Shanxi Province once encountered great difficulties in the specific practice process.Among them,the complicated mentality of the peasants,the obstruction and sabotage of the landlords,the prominent problems of cadres,and the“excess”of the movement methods are particularly difficult.To this end,the CCP intervened in a timely manner through measures such as continuously mobilizing the broad masses of the people,transforming problem landlords,rectifying and reforming the cadre team,and correcting“excessive”behavior,coordinating the rights and interests of all parties in the implementation of policies and the handling of problems,and effectively safeguarding the anti-Japanese national united front.The rent and interest reduction in Yushe County is a typical case of the CPC making decisions,actively responding to and succeeding in the face of difficulties,which has laid a good foundation for the successful implementation of the rent and interest reduction policy in the base area and accumulated valuable experience.
