包头至银川高速铁路环保选线与生态补偿研究

Research on the Route Selection with Environmental Protection and Ecological Compensation of Baotou-Yinchuan High-speed Railway

包头至银川高铁经过河套平原、西北荒漠地区,针对沿线环境敏感区密集分布,生态环境脆弱等特点,在资料收集、现场调研、环境敏感区特征分析和意见征求的基础上,开展环保选线和生态补偿研究。经多方案综合比选分析,确定合理线路走向方案,提出穿越西鄂尔多斯自然保护区的工程措施和四合木保护恢复措施。研究表明,铁路设计中应加强环境保护工作,强化环保选线理念,一是坚持保护优先,应绕尽绕,从源头减少对环境的影响;二是开展多方案比选,能减则减,最大程度上缩短穿越环境敏感区的长度;三是加强工程保护措施,合理开展生态补偿。研究结果表明,通过以上方法,有效解决了包银高铁包惠段环保选线中遇到的问题。

Baotou-Yinchuan High-speed Railway is located in the Hetao Plain and the Northwest desert area.According to the characteristics of dense distribution of environmentally sensitive areas and fragile ecological environment,the environmental protection route selection and ecological compensation research were carried out on the basis of collecting data,field research,analyzing the characteristics and soliciting opinions.Through comprehensive comparison and analysis of multiple schemes,the route scheme was reasonably determined,and the engineering measures for crossing the West Ordos Natural Reserve and the measures for protection and restoration of the Tetraena Mongolica were proposed.The research shows that environmental protection and the concept of route selection with environmental protection should be strengthened during the railway design period.Firstly,in railway route selection,priority should be given to the environmental protection and environmental sensitive areas;Secondly,scheme comparison and selection should be carried out to minimize the length of passing through environmental sensitive areas and reduce the impact on the environment.Thirdly,engineering protection measures and ecological compensation should be carried out reasonably.The results show that,the above methods can effectively resolve problems of route selection with environmental protection of Baotou-Huinong section of Baotou-Yinchuan High-speed Railway,which provides reference for other projects.
