捷克共和国处境不利群体职业技能提升的背景、框架及特征

摘要 职业技能提升能够提高处境不利群体应对后工业社会和全球化挑战的能力,是捷克共和国回应经济转型、人口老龄化、社会融合中面临的诸多问题的重要举措,是技能培训领域的重要战略部署。为促进处境不利群体的技能提升,捷克共和国从政策法规、课程设置、培训方式和认证标准等多个层面提升教育与培训质量,形成较为完善的基本框架,呈现出确定目标的合理可行、注重参与主体的多元化、加强培训内容和方式的实用性、执行欧盟政策措施的灵活性等鲜明特征。 Vocational skills upgrading can improve the abilities of disadvantaged groups to cope with the challenges of post-industrial society and globalization.It is an important measure for the Czech Republic to cope with many problems faced in economic transformation,aging population and social integration,and it is an important strategic deployment in the field of skills training.In order to promote the skills of the disadvantaged groups,the Czech Republic has improved the quality of education and training from the aspects of policies and regulations,curriculum settings,training methods and certification standards,and has formed a relatively complete basic framework,which reflects several distinct characteristics such as ensuring the reasonable and feasible goal,focusing on the diversification of participants,strengthening the practicability of training contents and methods and ensuring the flexibility of the implementation of policies and measures of European Union.
