台湾地区大陆同乡会参与公共治理的现状、问题与思考

The Current Situation,Problems and Reflections of Mainland Natives Associations Participating in Public Governance in the Taiwan Region

当前,台湾地区大陆同乡会在政治领域和经济领域的功能有所弱化,而在文化领域和社会领域的功能相对活跃。这些机构的主要问题在于慈善资源不足、组织能力薄弱、业余主义现象突出、人才青黄不接等。从长远发展看,这些机构需找准功能定位,以服务会员和同乡需求为出发点,以促进两岸关系和平发展、融合发展为增长点,以增进家国情怀为落脚点;优化与其他治理主体关系,寻找彼此利益共同点,解资源匮乏问题;加强组织能力建设,创新运作方式,促进可持续发展。

The current functions of the Mainland Association in Taiwan are somewhat weakened in the political and economic fields,while their functions in the cultural and social fields being relatively active.These associations face main problems,such as insufficient charitable resources,weak organizational capabilities,obvious amateurism,and shortage of new talents.However,there are still great potentials for development in the long run.It is necessary to find the right functional positioning,to serve the needs of members and fellow villagers as the starting point,to promote the peaceful development and integrated development of cross-Strait relations as the growth point,and to promote the homeland patriotism as the anchor point,so as to optimize the relationship with other governing bodies,to find common ground of mutual interests,and to relieve the problem of lack of resources.Besides,it is necessary to strengthen organizational capacity building,and innovate operation methods,in order to achieve sustainable development.
