政策工具视角下我国现代学徒制政策研究——基于35份政策文本分析 被引量:1

摘要 基于政策工具视角,以命令性工具、激励性工具、能力建设工具、系统变化工具和劝告工具为X维度,以现代学徒制人才培养模式要素为Y维度,构建“政策工具——现代学徒制人才培养模式要素”二维分析框架,借助NVivo 12 Plus质性分析软件对我国35份有关现代学徒制的政策文本进行内容分析。研究发现,我国现代学徒制人才培养模式存在政策工具结构不尽合理、人才培养模式各要素政策工具分配不均衡、政策工具与现代学徒制人才培养模式要素匹配度不够等问题。基于此,应提高现代学徒制人才培养模式的政策工具结构的合理性,保证现代学徒制人才培养模式要素分配的均衡性,提高政策工具与现代学徒制人才培养模式要素的匹配度。 Based on the perspective of policy tools,taking imperative tools,incentive tools,capacity building tools,system change tools and advice tools as the X dimension and modern apprenticeship talent training mode elements as the Y dimension,the two-dimensional analysis framework of"policy tools--modern apprenticeship talent training mode"is constructed.With NVivo 12 Plus qualitative analysis software,35 Chinese policy texts on modern apprenticeship were analyzed.It is found that there exist such problems as unreasonable structure of policy tools,unbalanced policy distribution of elements of personnel training mode,and mismatch between policy tools and the elements of personnel training mode of modern apprenticeship.Based on this,we should improve the structural rationality of the policy tools of the modern apprenticeship talent training mode,ensure the balanced distribution of the elements of the modern apprenticeship talent training mode,and promote the coordination of the matching between the policy tools and the elements of the modern apprenticeship talent training mode.
