全过程人民民主是对社会主义民主政治的全新概括和理论表达,具有丰富的时代内涵和鲜明的价值旨归。全过程人民民主孕育于中国共产党领导人民独立探索的百年民主新路,具有自主性和历史性。作为当代中国的民主观,全过程人民民主是体现“两个结合”的思想结晶,人民性是其鲜明特质,其一切制度安排皆是以保障人民当家作主为出发点和落脚点。在实践中,全过程人民民主凸显发展性和效能性,着眼于解决问题、促进发展、改善民生,是实现“四个统一”最广泛、最真实、最管用的民主。

The whole-process people’s democracy is a new generalization and theoretical expression of socialist democratic politics,which has rich connotations of the times and clear value goals.The whole-process people’s democracy was born out of the century-old democratic new road that the people independently explored under the leadership of the Communist Party of China.It is independent and historic.As the concept of democracy in contemporary China,the whole-process people’s democracy is the ideological crystallization of“two combinations”,the people-centered position is its distinctive characteristic,and all its institutional arrangements are to ensure that the people are masters of the country,which is the starting point and end point.In practice,the whole-process people’s democracy highlights the development and efficiency,focusing on solving problems,promoting development,and improving people’s livelihood,and is the most extensive,authentic,and effective democracy to realize the“Four Unities”.
