整体性治理视角下市县国土空间总体规划实施机制研究

Implementation Mechanism of City and County Territorial Space Master Planning from the Perspective of Holistic Governance

我国市县国土空间总体规划将逐步从编制审批转向实施执行阶段,新形势下如何全局性谋划、系统性布局、整体性推进市县国土空间总体规划实施工作值得探索。立足整体性治理的视角,在总结市县国土空间总体规划实施的5大核心问题及原有各类总体规划实施机制相关经验的基础上,围绕规划目标愿景与战略方案实施,从实施主体协同、实施层级传导、实施手段保障、实施过程调校4大维度构建市县国土空间总体规划实施机制的整体框架,提出15项规划实施机制,厘清推进规划实施的关键路径,以期为后续延展性探索工作提供基准框架参照和启示。

The city and county territorial space master planning in China will gradually shift from preparation and approval to implementation and execution.Under the new situation,it is worth exploring how to comprehensively conceive,systematically layout,and holistically promote the implementation of city and county territorial space master planning.From the viewpoint of holistic governance,on the basis of summing up the five core issues of the implementation of city and county territorial space master planning and the relevant experience of the original implementation mechanism of various master plans,focus on planning goals,vision and strategic plan implementation,a general framework of city and county territorial space master planning implementation is proposed from 4 dimensions:collaboration of subjects,transmission of different layers,guarantee of approaches,procedural adjustment,and 15 implementation mechanisms are proposed,so as to provide a fundamental reference for follow-up explorations.
