北京市“街区指引”创新:国土空间规划总规与详规的传导和统筹

The Innovation of"Block Guidance"in Beijing:The Transmission and Coordination of the Overall Planning and Detailed Planning of Territorial Space Planning

北京市为适应国土空间规划体系及其新特征,创新性地提出介于总体规划和详细规划之间的“街区指引”衔接工作层级。基于北京市“街区指引”市级技术规程、各区成果汇总和管理运行机制等实践探索,总结出“街区指引”工作的五大关键任务和创新做法:一是划定模块化空间网格,以街区边界衔接空间和管理逻辑;二是落实规模差异化管控,以街区分类合理化引导规划编制;三是强化规模结构性优化,以有限指标的精细化监管夯实底账;四是严守公益性设施底线,以应落尽落的总体要求保障民生;五是保持时效性和准确性,以运行维护机制动态化推动管理。

In adaption to the new system and new characteristics of territorial space planning,Beijing puts forward the"block guidelines"to better connect the overall planning and detailed planning.Based on the practical exploration of the technical regulations,the summary of each district's work,and the management and operation mechanism,the five key tasks and innovative practices of the"block guidelines"are concluded:first,the modular space grid is delineated to connect space and management;second,differentiated scale control is implemented to guide the planning reasonably;third,scale structure is optimized to realize fine governance of limited land resource;fourth,the bottom line of public welfare facilities is secured to fulfill the overall requirements of the people's livelihood;fifth,the dynamic management is promoted by accurate and timely maintenance of the system.
