市级国土空间生态修复规划编制逻辑与深圳实践

The Compilation Logic of Municipal Territorial Space Ecological Restoration Planning and Shenzhen Practice

从规划自身定位和作用的视角对生态修复规划的本质特征与编制逻辑进行探讨,以目标规划为参照系,分析行动规划以分阶段实现总体战略目标为基本要求、以解决实际问题为根本目的、以重要项目和重大工程实施为主要抓手、以协同实施管理为保障机制的基本特征,剖析生态修复规划作为行动规划的属性特征和编制逻辑,认为市级国土空间生态修复规划应当区别于以被动管控为主的生态空间保护规划,应突出实施性和行动性。在此基础上,结合深圳的实践从目标构建、问题识别、行动方案等方面探讨行动导向的市级国土空间生态修复规划编制方法,并从规划编制传导、项目分类管理、管理决策服务等方面对规划实施机制提出系统完善的建议。

Starting from the perspective of the positioning and role of planning itself,the essential characteristics and compilation logic of ecological restoration planning are explored.Taking goal planning as a reference frame,the basic characteristics of action planning are elaborated,which are to achieve strategic goals in stages,to solve practical problems as the fundamental purpose,to promote important projects as the main focus,and to ensure collaborative implementation management mechanism.The attribute characteristics and compilation logic of ecological restoration planning as an action planning are analyzed.It is believed that municipal territorial space ecological restoration planning should be distinguished from ecological space protection planning that mainly relies on passive control,and should highlight its implementation and action.Based on the practice in Shenzhen,the action oriented approach to municipal territorial space ecological restoration planning from the perspectives of goal construction,problem identification,and action programs are elaborated.It proposes ideas and suggestions for systematically improving the planning implementation mechanism in terms of planning transmission,project classification management,and management decision-making services.
