摘要
为落实党中央、国务院深化“放管服”改革、优化营商环境的决策部署,张家港海关对标国际先进水平,积极探索开展进口货物“船边直提”和出口货物“抵港直装”试点工作,进一步助力企业高效通关。张家港海关优化完善“船边直提”“抵港直装”业务流程和作业模式,将需要中控查验的进出口货物纳入该监管模式,进行探索与研究,着力破解企业在国际物流中遇到的堵点和痛点。本文结合张家港口岸大宗散货进出口业务量较大的实际情况,对“船边直提”“抵港直装”监管模式优化进行研究,在实际监管中取得了积极成效。该研究为符合条件的港口推行“船边直提”“抵港直装”模式提供了参考。
In order to implement the decision and deployment of the Central Committee of the Communist Party of China and the State Council to deepen the reform of“delegation,regulation and service”and optimize the business environment,Zhangjiagang Customs is benchmarking against the international advanced level,actively exploring the pilot work of“ship side direct lifting”of imported goods and“arrival direct loading”of export goods,and further assisting enterprises in efficient Customs clearance.Zhangjiagang Customs has optimized and improved the business processes and operational models of“ship side direct lifting”and“arrival direct loading”,and incorporated the need for central control inspection of import and export goods into this regulatory model.Exploration and research have been conducted,focusing on solving the bottlenecks and pain points that enterprises encounter in international logistics.This article combines the actual situation of the large volume of bulk cargo import and export business at Zhangjiagang Port to study the optimization of the supervision mode of“ship side direct lifting”and“arrival direct loading”,and has achieved positive results in actual supervision.This study provides a reference for eligible ports to expand the supervision of“ship side direct lifting”and“arrival direct loading”ports.
