技术性贸易措施下档案管理的新挑战

New Challenges of Archives Management under Technical Trade Measures

为了应对技术性贸易措施给档案管理带来的新挑战,本研究对技术性贸易措施的基本原则和目标,以及其对档案管理带来的挑战进行了深入探讨,并提出了一系列应对策略。研究发现,技术性贸易措施给档案管理提出了数据安全性问题、跨境数据流动的限制、标准化和合规性的要求,以及跨部门协作的需求等挑战。为应对这些挑战,应采取强化数据保护和加密技术,推动数据流动自由化,提高标准化和合规性水平,以及加强国际标准化组织合作等策略。借助先进的技术和管理理念,持续改进其档案管理的实践,构建和完善与国际接轨的、高标准的技术性贸易措施档案体系,满足日益提高的市场准入要求和消费者需求,保护企业的利益和消费者的权益。

In order to cope with the new challenges brought by technical trade measures to archives management,this study conducted an in-depth discussion on the basic principles and objectives of technical trade measures,as well as the challenges it brought to archives management,and proposed a series of coping strategies.The study found that technical trade measures pose challenges to records management,including data privacy and security issues,restrictions on cross-border data flows,requirements for standardization and compliance,and the need for cross-sectoral collaboration.To address these challenges,this study proposed strategies such as strengthening data protection and encryption technologies,promoting the liberalization of data flows,improving the level of standardization and compliance,and strengthening cooperation with international standardization organizations.The results showed that enterprises need to use advanced technology and management concepts to continuously improve their archives management practices,build and improve a technical trade measure archive system that is in line with international standards,in order to meet their strict requirements and protect the interests of enterprises and consumers.
