基层治理:农村厕所革命的困境与优化路径探析——以济南市小龙堂村厕改实践为例

农村厕所革命是推进乡村振兴战略和美丽乡村建设的重要举措。通过对济南市小龙堂村厕改实施过程进行调研,发现在厕所革命实施过程中存在法律法规不完善、资金不配套、技术欠缺、观念意识落后、监督与考核缺位、治理能力不足等一系列问题。针对厕改困境,提出推进农村厕所革命实施的总体思路与协调机制,从完善预算、加强教育、改变观念、强化监督、多元互动等方面提出合理化路径,以加快推进农村厕所革命,提升厕改效能。

The rural toilet revolution is an important measure to promote the strategy of rural revitalization and the construction of beautiful rural areas.Through a survey of the implementation process of the toilet reform in Xiaolongtang Village,Jinan City,it was found that there were a series of problems in the implementation process of the toilet revolution,such as incomplete laws and regulations,inadequate funding,a lack of technology,outdated awareness,insufficient supervision and assessment,and inadequate governance capabilities.In response to the dilemma of toilet reform,the overall idea and coordination mechanism for promoting the implementation of the rural toilet revolution are proposed.Reasonable paths are suggested from aspects such as improving the budget,strengthening education,changing perspectives,enhancing supervision,and fostering diverse interactions to accelerate the promotion of the rural toilet revolution and improve the efficiency of toilet reform.
