智能网联汽车政策与标准研究

智能网联汽车产业作为第四次工业革命的重要一环,已然成为世界各国最主要的“科技角斗场”。目前,各国均加快完善顶层设计、制定法规标准,以期抢占该产业战略制高点。本文梳理了智能网联汽车领域国外前沿国家、国内主流城市的政策与配套标准、标准体系建设情况,分析了我国智能网联汽车产业现阶段存在的问题,提出相应的发展建议,为加快营造政策友好型的产业发展环境、推动产业结构优化升级和商业化落地进程提供思路与方向。

As an important part of the Fourth Industrial Revolution,the intelligent connected vehicles(icV)have become the most mainstream"science and technology arena"in the world.At present,countries are accelerating the improvement of top-level design and the establishment of standards and regulations in order to seize the strategic high ground of the industry.This article provides an overview of the standards,standard system and policies in the leading countries in the field of intelligent connected vehicles,both internationally and domestically,and analyzes the existing issues in China's intelligent connected vehicle industry,along with corresponding development recommendations.This aims to expedite the creation of a policy-friendly environment for industrial development,promote optimization and upgrading of the industrial structure,and facilitate the commercialization process.
