目标管理模式在综合医院中医科学科建设的质量管理中的实践与探讨

Practice and Discussion of Quality Management of Chinese Medicine Discipline Construction in General Hospital by Object Management Model

目的:探讨目标管理模式在综合医院中医科学科发展和质量管理的成效分析。方法:建立目标管理考核体系,确定年度管理指标项目及管理目标,对团队建设与发展、医疗质量与服务、运营效率与效益、学科建设与发展、安全生产5个维度47项指标的发展情况进行干预指导,将2021年(目标管理方案实施前)与2022年(目标管理方案实施后)5个维度年度总体结果,康奈尔医学指数(CMI值)、平均住院日、抗菌药物使用率3项医疗质量核心指标监测情况,以及中医会诊服务人次、门诊接诊人次、住院部出院人次进行统计学分析。结果:2021与2022年5个维度考核结果,CMI值、平均住院日、抗菌药物使用率3项医疗质量考核指标以及中医会诊服务人次、门诊接诊人次、住院部出院人次提升明显。结论:目标管理在综合医院中医科学科发展和质量管理中的应用有显著的管理成效。

Objective:To explore the effectiveness of object management model in the development and quality management of traditional Chinese medicine in general hospital.Methods:An objective management assessment system was established,the annual management index projects and management objectives were determined,and the development of 47 indicators in 5 dimensions were intervened and guided,including team building and development,medical quality and service,operational efficiency and efficiency,discipline construction and development,and production safety.Statistical analysis was performed on the annual overall results of five dimensions in 2021(before the implementation of the target management program)and 2022(after the implementation of the target management program),as well as the monitoring of three core indicators of medical quality,namely Cornell medical index(CMI value),average length of stay and utilization rate of antibiotics,and TCM consultation service,outpatient reception,inpatient department discharge.Results:In the five dimensions of assessment results in 2021 and 2022,the CMI value,the average hospitalization day,the utilization rate of antibacterial drugs,the number of TCM consultation service,the number of outpatient visits,and the number of inpatient and discharged patients increased significantly.Conclusion:The application of object management model in the development and quality management of traditional Chinese medicine in general hospitals has remarkable management results.
