Action Strategy Studies in the Reform of People's Organizations:Approaches and Frontiers

群团组织既是中国国家治理体系的重要组成部分,也是国家组织动员社会资源时倚重的能动主体,其改革行动策略事关群团改革成效以及国家治理绩效。虽然中国群团组织改革行动策略的研究已有一定积累,但相对缺乏独立且系统的述评。在基于结构和能动视角梳理群团组织改革行动策略及其影响因素研究的基础上,总结它们在提供解释变量方面的贡献,并指出在群团组织自主行动空间生成、改革行动策略的内部诱因以及相应因果机制识别等方面存在着研究潜力,最后在基本现象、解释变量和研究方法层面进行总结与展望。这些发现在理论层面有利于形成理解中国群团组织改革相对完整的知识图景,激发本土组织行为理论的知识积累;在实践层面有助于指导群团组织改革向纵深发展,为中国式现代化建设提供启示。

The people's organizations are not only an important part of China's national governance system,but also initiative subject that nation relies on when mobilizing social resources.Therefore,their strategies are relevant to the effectiveness of the reform of people's organizations and performance of national governance.Although research on action strategies in the reform of people's organizations has been accumulated in China,little attention has been paid on the independent and systematic literature review on it.This article reviews the research status of the action strategies adopted by people's organizations and factors influencing these action strategies from the perspective of structuralism and agentialism,summarizes its important contributions in explanatory variables,as well as points out further research potentials in the generation of autonomous action spaces of people's organizations,the internal causal factors of the action strategies and the identification of corresponding causal mechanisms.Finally,it analyzes and looks forward to the basic phenomena,explanatory variables and research methods of the field in people's organizations.All these findings are conducive to the formation of a relatively complete knowledge picture for understanding the reform of people's organizations group in China and the accumulation of knowledge to stimulate indigenous organizational behavior theories,as well as to guide the development in every aspect of people's organizations and to boost the distinctive Chinese path to modernization.
