社会资本视角下社会组织高质量发展的政策引导机制及其优化——基于G市2015—2022年政策文本的分析

The Policy Guidance Mechanism and Optimization of High-Quality Development of Social Organizations from the Perspective of Social Capital——Analysis Based on Policy Texts of G City from 2015 to 2022

引导社会组织高质量发展,是提升社会治理能力、构建社会治理共建共治共享共同体的必然要求。基于社会资本视角,借助Nvivo质性编码工具,通过对G市社会组织相关政策文本进行扎根理论分析发现,社会组织高质量发展以“普惠信任规则”为契约前提、以“社会关系网络”为过程载体、以“参与共治质量”为效能目标。在此基础上,构建包含以上三个主范畴的社会组织高质量发展的政策引导机制理论模型,阐释理论模型中的相互关系和行动逻辑,以期为社会组织的高质量发展提供实践指导。

Guiding the high-quality development of social organizations is an inevitable requirement for enhancing social governance capabilities and building a community of co-construction,co-governance and sharing.Based on the perspective of social capital,with the help of Nvivo qualitative coding tool,through the grounded theory analysis of the relevant policy texts of social organizations in G city,it is found that the high-quality development of social organizations takes"rules of inclusive trust"as the contract premise,"social relationship network"as the process carrier,and"quality of participation in co-governance"as the efficiency goalOn this basis,constructing a the-oretical model of policy guidance mechanism for high-quality development of social organizations that includes the above three main categories,explaining the interrelationships and action logic in the theoretical model,to pro-vide practical guidance for the high-quality development of social organizations.
