新时代数字乡村建设:目标引领、行动策略与保障要素——基于53份政策文本内容的分析

Digital Rural Construction in the New Era:Goal Guidance,Action Strategy and Guarantee Elements——An AnalysisBased on the Content of 53 Policy Texts

数字乡村建设是乡村振兴的战略方向,自提出实施数字乡村建设以来,中央与各省份都出台了相关政策文件,这些政策文件直接影响着数字乡村建设。运用质性研究方法,对53份中央与省级数字乡村建设政策文件的文本进行分析。研究发现,推进数字乡村建设重点从目标引领、行动策略与保障要素三方面着手。首先,数字乡村建设不仅要确立总体目标,还要细化分解成具体目标,以有效引领数字乡村建设的方向;其次,在行动策略部分,可以从产业兴旺、生态宜居、乡风文明、治理有效四个方面推进实施数字乡村战略;再次,必须从组织、政策、示范建设、安全、人员、宣传保障六个层面为数字乡村建设战略实施提供保障与支撑。

Digital rural construction is the strategic direction of rural revitalization.Since the implementation of the digital rural strategy,the central government and provinces have issued relevant policy documents,which di-rectly affect the digital rural revitalization.Based on the Grounded Theory,this paper analyzes the texts of 53 central and provincial digital rural construction policy documents.The study found that the focus of promoting digital rural construction is to start from three aspects:goal guidance,action strategy and guarantee elements.First of all,digital rural construction should not only establish the overall goal,but also be decomposed into specific goals to effectively lead the direction of digital rural construction.Secondly,in the part of action strate-gy,we can promote the implementation of digital vllage strategy from four aspects:industrial prosperity,ecolog-ical livability,rural civilization and effective governance.Once again,it is necessary to provide guarantee and support for the implementation of the digital rural strategy from the six levels of organization,policy,demonstra-tion construction,safety,personnel and publicity guarantee.
