高质量发展背景下“双高”院校建设问题研究与对策建议——基于“双高”院校中期绩效自评报告的文本分析

Research on Issues and Suggestions on Countermeasures for the Construction of“Double-High”Colleges in the Context of High-Quality Development——Textual Analysis Based on the Interim Performance Self-Evaluation Report of“Double-High”Colleges

推进“双高计划”建设是实现职业教育高质量发展,构建现代职业教育体系的重要举措。时下,首轮“双高计划”已经完成了中期绩效评价,在取得较大成绩的同时,也应客观对待在突出强调职业教育高质量发展背景下“双高计划”实施过程中面临的问题。通过对首轮“双高”院校中期绩效自评报告中“问题与改进措施”模块进行文本分析发现,“双高”院校在院校治理、校企合作、专业建设、人才培养、师资建设、信息化建设和国际化办学等方面还存在一些问题。针对这些问题,高职院校应以院校治理体系创新实现高质量制度供给,以社会服务能力提升实现高水平校企合作,以专业结构优化升级推进高水平专业群建设,以多举措协同创新引领高规格人才培养,以“引培并举、管服并重”建设高层次人才队伍,以数据驱动职教创新赋能高效率智慧校园,以对标世界先进职教推进高标准国际合作。

Promoting the construction of the“Double-High Plan”is an important measure for realizing the high-quality development of vocational education and building a modern vocational education system.At present,the first round of the“Double-High Plan”has completed the interim performance evaluation,and while it has made great achievements,it should also objectively deal with the problems faced in the implementation of“Double-High Plan”in the context of highlighting the high-quality development of vocational education.Through the textual analysis of the module“problems and improvement measures”in the first round of“Double-High”colleges'interim performance self-evaluation report,it is found that there are still some problems in the areas of institutional governance,college-enterprise cooperation,professional construction,talent cultivation,teacher training,informationization and internationalization of education in“Double-High”colleges.In response to these problems,higher vocational colleges should realize high-quality institutional supply through institutional governance system innovation,realize high-level college-enterprise cooperation through social service capacity enhancement,promote the construction of high-level professional groups through professional structure optimization and upgrading,lead the cultivation of high-level talents through multi-measure collaborative innovation,and build high-level talents by“introducing and cultivating,managing and servicing”,empower high-efficiency intelligent campuses by data-driven vocational education innovation,and promote high standard international cooperation by benchmarking with the advanced vocational education in the world.
