Research on Urban Community Characteristics and Community Governance:An Analysis Framework Based on a Holistic Perspective

社区治理受到社区居民个体特征的影响,更受到社区整体特征的影响。城市社区具有异质性、空间性、建构性、二重性等整体特征。城市社区治理要与社区社会结构相匹配,提高治理效率;要重视社区空间区位产生的外部性,重视空间正义;要通过各种自致性的社区社会过程来培育和发展社区性,在新的基础上建构社区共同体;要处理好社区既是政区单元也是社会单元的关系,实现国家治理、社会调节和居民自治有机结合。

Community governance is influenced by the individual characteristics of community residents,but it is even more influenced by the overall characteristics of the community.Urban communities possess overall characteristics such as heterogeneity,spatiality,constructiveness and duality.Therefore,urban community governance needs to align with the social structure of the community to enhance governance efficiency.It should prioritize the externalities generated by the spatial location of the community and emphasize spatial justice.It should nurture and develop community identity through various self-regulating social processes,building a sense of community on a new foundation.It is essential to balance the dual role of communities as both political and social units,and to achieve an organic integration of national governance,social regulation,and resident self-governance.
