Opportunities,problems and countermeasures of deep integration of cultural tourism with Xizang characteristics in the stage of high-quality development

在高质量发展阶段,推动西藏特色文旅深度融合已经成为必然趋势。近年来西藏文旅融合取得显著成效,表现为资源禀赋资源优势明显,政府市场积极功能不断显现,文旅融合底座基本形成,区域内通外联能力逐步提升,要素保障能力明显改善,公共服务支撑水平持续提高。同时,西藏文旅深度融合面临着国内外旅游需求累积效应巨大、数字经济赋能文旅融合及积极融入国内国际市场新机遇。然而,西藏当前文旅资源创造性转化创新性发展机制有待完善,高原特色文旅产业体系现代化水平有待提升,优质要素供给和文旅发展综合效能有待强化,城乡基础设施建设和公共服务体系供需不平衡。对此,需进一步发挥政府主导作用,健全文旅深度融合发展机制,突出创新核心地位,打造多层次现代化文旅融合产业体系,提升全要素生产率,加快提升关键优质要素供给质量结构,推动平衡均等发展,完善城乡基础设施和公共服务体系。

In the stage of high-quality development,it has become an inevitable trend to promote the deep integration of cultural tourism with Xizang characteristics.In recent years,the integration of culture and tourism in Xizang has achieved remarkable results,which are manifested in obvious advantages in resource endowment,continuous emergence of positive functions of the government market,basic formation of the integration of culture and tourism,gradual improvement of regional communication and outreach capabilities,significant improvement of factor guarantee capabilities,and continuous improvement of public service support.Meanwhile,the deep integration of culture and tourism in Xizang faces the huge cumulative effect of domestic and foreign tourism demand,the digital economy enables the integration of culture and tourism,and the new opportunities to actively integrate into the domestic and international markets.However,the current mechanism of creative transformation and innovative development of cultural and tourism resources in Xizang needs to be improved,the modernization level of the plateau cultural and tourism industry system needs to be increased,the supply of high-quality elements and the comprehensive efficiency of cultural and tourism development needs to be strengthened,and the supply and demand of urban and rural infrastructure construction and public service system needs to be balanced.In this regard,we need to give greater play to the leading role of the government,improve the deeply integrated development mechanism of cultural and tourism,highlight the core position of innovation,build a multi-tiered modern industrial system of cultural and tourism integration,raise total factor productivity,accelerate the improvement of the quality structure of the supply of key quality factors,promote balanced and equal development,and improve urban and rural infrastructure and public service systems.
