新闻算法从底层逻辑上改变了新闻业主体间的联结模式,形成了全新的信息生态,需要新的治理理念和治理体系加以规范引导。针对新闻算法生态治理的现状,要树立新闻算法生态治理的价值导向,提升新闻算法生态的透明性;优化新闻算法生态治理的核心机制,在数据收集、分析、排序及评估的关键环节践行透明化;推动新闻算法生态治理的体系建设,增强治理主体开放性、治理规则的可解释性和治理关系的平衡性。总之,加强新闻算法生态治理体系的建设,在治理理念上,对于智能时代的新闻业问题需要从一事一议的运动型治理转为以结构性调整为宗旨的生态型治理;在治理范畴上,需要统筹传统的新闻政策及媒体规制与新闻算法生态治理之间的衔接融通;在治理条件上,对于新闻算法的知识产权和平台公司的商业利益等问题需要建立从企业创新到社会创新的评估标准。

News algorithm has been extensively embedded into Journalism,directly influencing its efficiency and efficacy.Thus,news algorithm is critical for shaping the public's opinions of social events.In particular,algorithms have changed the logic of the mode that connects social subjects,forming a brand-new informational ecology that requires new regulation ideas and systems.Thus,this article examines the current regulation of news algorithm ecology,proposing three perspectives to deepen the regulation.First,establishing the values of news algorithm regulation and increasing the transparency of news algorithm ecology.Second,optimizing the mechanism of news algorithm regulation by promoting transparency in the critical steps of journalism production(i.e.,data collection,analysis,rank,and evaluation).Third,establishing the ecological system of news algorithm regulation by improving the openness of regulation actors,explainability of regulation rules,and the balance of regulation relationships.The news algorithm regulation yields new requirements for the modernization of the regulation system.Concerning the regulation strategies,the ecological regulation of journalism should be transferred from the event-based regulation to the structural adjustment in the era of intelligence.With regard to regulation subjects,the connections between traditional news media regulation and news algorithm ecology should be managed.In terms of regulation conditions,new evaluation standards regarding company and social innovation should be established.The new standard should echo the issues concerning the intellectual property of news algorithms and the profits of platform companies.
