Underlying Logic and Development Process of Forest Chief Scheme Reform in China and Strategies to Deepen Reform

林长制从纵向整合党政资源、横向降低交易成本的角度完善了林业治理体系,从而有效解决新时代新形势下林草资源保护与发展问题,是习近平生态文明思想的重大实践创新。因此,有必要系统梳理林长制的政策文件,并进一步探究林长制改革的底层逻辑、发展历程和深化策略。文中根据演进时序将林长制的实施划分为典型地区率先实践、国家政策积极推动以及全国各地全面推行3个阶段,从底层逻辑角度和制度绩效方面剖析林长制的核心议题,总结林长制现存问题,从压实主体责任、落实部门沟通协调推动解决重大问题、强化目标考核3个角度提出林长制改革的深化策略。

Forest chief scheme improves the forestry governance system by vertically integrating the CPC and government resources and horizontally reducing transaction costs,thus effectively solving the conflicts between forest and grassland resources protection and socioeconomic development in the new era.It is an important innovation of Xi Jinping's thoughts on ecological civilization in practice.Therefore,it is dispensable to systematically review the policy documents related to the forest chief scheme and to further explore the underlying logic,development process and deepening strategies of the forest chief scheme.According to the evolution timing,the paper divides the forest chief scheme implementation into three stages,i.e.,piloting in selected provinces,active promotion with national policies,and all-around implementation,to analyze the core issues pertaining to the forest chief scheme from the perspective of underlying logic and system performance.On the basis of the existing problems arising in the implementation of the forest chief scheme,the paper proposes the strategies to deepen the reform of forest chief scheme,i.e.,make relevant authorities fully take on responsibilities,enhancing the horizontal coordination among sectors and departments for solving major problem,and strengthening the performance assessment.
