我国国家公园“最严格保护”制度研究

Research on the Most Strictest Protection For National Parks in China

我国正在建设以国家公园为主体的自然保护地体系,实行“最严格保护”,对国家公园的建设具有重要意义。但在国家公园理论研究中,缺少“最严格保护”制度的研究。在国家公园建设过程中,对其认识并不充分。本文通过大量的文献资料研究,对“最严格保护”要求提出的必要性以及提出背景进行整理,分别从“最严格保护”要求下的准入制度、规划制度、管理制度、游憩教育制度以及最严格保护要求下的法律保障制度五个方面解读其内涵,以期加快完善相应的制度构建,为我国环境生态建设提供助力。

China is building a natural protected area system with national parks as the main part,and the strictest protection of national parks is of great significance to the construction of national parks.However,in the theoretical study of national parks,there is a lack of research on the“strictest protection”system.In the practice of national parks,there is not enough understanding of it.Through a large number of literature research,the necessity of the“strictest protection”requirements and the background are sorted out,and the connotation is interpreted from the five aspects of access system,planning system,management system,recreational education system and legal guarantee system under the strictest protection requirements,in order to accelerate the improvement of the corresponding system construction,to provide help for environmental ecological construction.
