面向前沿科技风险事件的网络舆情引导研究——以“基因编辑婴儿”事件为例

摘要 [研究目的]针对前沿科技的专业性和复杂性,网络舆情管理面临着巨大挑战。研究旨在探讨如何加强前沿科技风险事件的舆情引导策略,以提高策略的有效性和实施效果,并为相关政府部门制定科技舆情引导政策提供决策支持。[研究方法]以“基因编辑婴儿”前沿科技风险事件为例,采集“今日头条”平台上该事件相关的舆情数据。从多维数据融合视角出发,结合统计学方法、RoBERTa和BERT-LDA模型对舆情演化特征进行定量研究,基于实验结果分析得到前沿科技风险事件舆情特点,并构建前沿科技风险事件舆情引导方案。[研究结论]前沿科技风险事件网络舆情比一般公共事件网络舆情增加了爆发性、多样性、风险性、前沿性和关联性的特点,为提高舆情引导实践的效果,需要有效提升舆情态势感知能力,加强部门之间的协作,同时要建立全方位的保障体系。 [Research purpose]In view of the professionalism and complexity of frontier science and technology,network public opinion management is facing great challenges.This study aims to explore how to strengthen the public opinion guidance strategies for frontier science and technology risk events,to improve the effectiveness and implementation effects of the strategies,and provide decision-making support for relevant government departments to develop science and technology public opinion guidance policies.[Research method]Taking the cutting-edge technology risk event of"gene edited baby"as an example,public opinion data related to this event were collected on the platform of"Toutiao".From the perspective of multidimensional data fusion,this paper quantitatively analyzes the evolution characteristics of public opinion by combining statistical methods,RoBERTa and Bert-LDA models.After analyzing the experimental results,the characteristics of public opinion on frontier science and technology risk events are identified,and a public opinion guidance scheme for such events is proposed.[Research conclusion]Compared to public opinion on general events,online public opinion on frontier science and technology risk events is more explosive,diverse,risky,pioneering,and relevant.In order to improve the effect of public opinion guidance practice,it is necessary to improve the perception ability of public opinion situation,strengthen the cooperation between social departments,and establish a comprehensive guarantee mechanism.
