重庆市生态产品总值(GEP)核算与变化特征研究

摘要 开展生态产品总值(GEP)核算是推进生态文明制度建设的必要措施,也是将生态效益纳入经济社会发展评价体系的重要举措。基于30 m分辨率土地覆盖数据,通过构建核算指标体系和评估方法,对重庆市2010—2020年GEP进行核算。结果表明:1)2020年,重庆市GEP为75011.16亿元,GGI指数(GEP与GDP比值)为3.0;从三大服务看,调节服务产品价值占绝对主导地位,为全市GEP的91%;从各区县GEP看,奉节县GEP最高,渝中区最低。2)2020年GEP比2010年增加21.29%,GDP比2010年增长216.72%,实现了“两山”价值双增长。3)从GEP空间分布看,秦巴山、武陵山等重要生态屏障区GEP较高,城镇化较高的渝西城区域GEP较低;“三大片区”中GEP表现为,渝西片区>渝东北片区>渝东南片区。研究结果可为重庆市生态环境保护、生态产品价值考核和生态保护补偿机制建立提供重要支撑和科学参考。 Accounting for Gross Ecosystem Product(GEP)is a necessary measure to promote the construction of ecological civilization system.It is also an important measure to incorporate ecological benefits into the economic and social development evaluation system.This study was based on land cover data with 30 meters resolution.Accounting for GEP in Chongqing from 2010 to 2020 by constructing an accounting indicator system and evaluation methods.The conclusion was as follows:1)The GEP was 7501.116 billion yuan and the GGI index(GEP to GDP ratio)was 3.0 of Chongqing in 2020.The analysis of the total GEP of various districts and counties in Chongqing showed that Fengjie has the highest GEP and Yuzhong has the lowest.2)In 2020,GEP increased by 21.29%compared to 2010 and GDP increased by 216.72%compared to 2010.This had achieved dual value growth for the“two mountains”.3)The spatial distribution of GEP showed that important ecological barrier areas such as Qinba Mountain and Wuling Mountain were relatively high GEP,and the regions with higher urbanization in western Chongqing have lower GEP.Among the“three major areas”,the GEP in the western Chongqing area was greater than the GEP in the northeastern Chongqing area and greater than the GEP in the eastern Chongqing area.This study can provide important support and scientific reference for ecological environment protection,ecological product value assessment,and the establishment of ecological protection compensation mechanisms.
