过渡型社区治理转型中的行政扶持及其限度——基于成都市L街道的调查

Administrative Support and Its Limitations in the Transition of Transitional Community Governance:Based on a Survey of L Street in Chengdu City

在新的治理背景下,过渡型社区治理由于其复杂性和多元特征而成为国家、社会和市场等多元主体的博弈场域,并构成当下从理论上审视中国基层治理的重要窗口。对成都市L街道过渡型社区治理转型的经验调查发现,以“行政扶持”始、以“兜底型秩序”终的过渡型社区治理转型实践反映了这一转型模式内在的逻辑悖论,即通过国家力量扶持社会力量的成长以塑造基层治理必要的社会基础,但最终却导致了社区治理对地方政府的全面依赖。因而,要真正实现过渡型社区的治理转型,一方面需要厘清过渡型社区的结构与定位,实现对基层治理“现代化想象”的祛魅;另一方面需要关注国家与行政权力行使的条件与限度,从而真正实现基层社区的治理有效。

Facing new administrative environment,transitional community governance has become a game field for multiple subjects such as the state,society,and the market due to its complex attributes and multiple characteristics,and thus has become a field for theoretically observing China’s grassroots governance.Through the empirical investigation of the transitional community governance transformation of L Street in Chengdu,it is found that the governance transformation practice in transitional community starting with Administrative Support and ending with Order Depending on Administrative Forces reflects the internal logical paradox of this transformation model,that is,the state power builds the necessary social foundation for grassroots governance by fostering the growth of social power,and construct a grassroots governance community based on state-social cooperation.However,it inevitably leads to the overall dependence of community governance on local governments and falls into the"Governance Trap".Therefore,in order to realize the rational transformation of transitional community governance,on one hand,it is necessary to clarify the structure and orientation of transitional communities,and realize the disenchantment of the“modern imagination”of grassroots governance;and on the other,to realize the effective governance of grass-roots communities it is need to pay more attention to the conditions and limits of the exercise of the administrative power.
